Buffy couldn’t deny the love she felt for Spike anymore so she said “I love you”…that is when Spike pulled a Buffy by responding with "no you don't". In the beginning, it was an enemy relationship. But there's also a few others. Spike's relationship to Buffy evolved incredibly over the course of the show. No one, ever, loves like they loved for the first time. In my opinion, I think Buffy DID love Spike, just like she DID love Riley.
As opposed to Buffy and Angel, Buffy and Spike were originally brutal enemies. I don't think Buffy will ever find that kind of love again. "Why does everyone think I'm still in love with Spike?" However if they sleep together it brings happiness to Angel, if Angel becomes happy he becomes Angelus a powerful, evil vampire. Spike admits his love for Buffy, but Buffy does not. But each of them were a different kind of love and nowhere near the kind of love she felt for Angel. Spike dreams of Buffy.

They became reluctant allies when Angelus and Drusilla threatened to suck the world into hell, but remained adversaries until Spike was implanted with a chip that prevented him from hurting humans. With its eclectic mix of humor, drama, action, and horror, Buffy the Vampire Slayer was a standout on television in the late '90s and early 2000s. Those are the same words she used when he professed his love for her even though she knew damn well he was telling the truth. Buffy chose to see if Spike was okay before checking on Xander who had lost a lot of blood. Willow: Buffy really does miss spike to she cries every night and she hardy does not go outside all she does is stays in her room all day and night.
Owen Thurman was her first crush (at least on the show). In series 5 Buffy and another vampire called Spike fall in love. She chose him over and over again. Very few TV dramas have had that kind of evolution. When Xander was strung up by demon Ashanti and they (Robin, Spike and Buffy) found him...during the fight Spike got knocked down. This episode is the first to hint at Willow's preference for using magic when not strictly necessary and Tara's unease with Willow's power and attitude. I believe she actually loved Angel and Riley and Spike, but in different ways. Buffy does fall in love with a vampire, his name is Angel. Spike discovers his love for Buffy, much to his horror.
